Tv pic flickers after a while then gets halos, soon turns off but still has sound.. is it the lamp??

It sounds more like the tuner is drifting or a dry solder joint on a power supply.
If the television is more than 5 years old it is cheaper to get a new one than pay for someone to sit for a couple of hours with a soldering iron.
If you decide to try a do it yourself approach be careful as there are mains voltage components inside and in older sets a device called a tripler which can give you a nasty belt
The lamp does not cause flickering or halos. If picture colors are not matching, you may get a kind of halo, in that case the convergence ICs must be replaced, that is a common fault on rear projection and crt tvs.
Th#e fault depends on the TV model, if TV is an LCD for example, it will be a defective LCD controller board.
